Here is the extremely simple jig I've come up with to hold the flaps, ailerons, rudder, and tail pieces.
The flap is on the 'jig' and ready for primer.
It is held to the 2x4 with a cheap hinge and a threaded rod...all available from Home Depot.
You can easily rotate the whole thing...
 
Now it is flipped over and I will be able to spray both sides of the flap (or any other piece) at the same time.
Here are the flaps, each mounted to a sawhorse and ready for primer and paint.
